Finance Committee

During the past year, the Finance Committee provided oversight of CCI’s income and expense statements, monitored internal management and budgeting controls, and reviewed cash management procedures to ensure sustained financial stability. The Committee met monthly and accomplished the following:

• Approved CCI’s contract with a second managed care organization, Amerigroup, additional to Priority Partners MCO.

• Approved CCI’s concept plan to expand into neighboring Prince George’s County.

• Participated in high-level discussions to examine the feasibility of forming an alliance of county-funded health-service organizations in Montgomery County.

• Reviewed and recommended for Board approval CCI’s FY 2003 operating budget, including recommendations for possible cash-decrease situations.

• Oversaw redesign of presentation of information to Finance Committee, including the development of targeted budget variance reports, allowing for greater management control and decision making.

• Implemented a Committee on-going review process of CCI’s financial policies.

• Approved the FY 2001 Medicaid cost report, using a changed methodology that seeks to recover reasonable costs in connection with the Medicaid program.

• Guided CCI through continued changes in the Maryland Medicaid managed care payment methodology.

• Reviewed procedures for the improved follow-up on patient receivables.

• Critiqued the roll-out of the new patient management information system implementation developed by Community Health Integrated Partnership.

• Stressed the importance of moving CCI to an internet claims-based operation, especially in light of the new Health Insurance Portability Accountability Act regulations.
